City Hall Decor are a group of items which allow the governor to apply a decorative theme to the city.
The Trick or Treat is an event-specific item obtained by opening the Halloween Chest item during the Halloween event. It can be used to apply a spooky halloween decorative effect to the City Hall with bats circling the city.
